Setting up users

An environment administrator can create new users by default.

When you create a usergroup, you can add privileges to this group to be able to add new users, without having to be an environment administrator.

NOTE: the users created in CHILI BackOffice are administrative users, and not end user accounts. CHILI does not need to know about those in that way. End users should never log in to the BackOffice (see CHILI Publisher's limitations), but when embedded into a portal (which contans the real end user management), there are a lot of features and functions to allow you to present a document/editor to a user with the relevant functionalities enabled (their own images/content/documents, etc)
